Urges Centre for Budgetary Support for 13 New JNVs and Two Additional AIIMS in Andhra Pradesh

New Delhi: Rajya Sabha Member, Lingamaneni Ramesh has urged Union Minister for Finance and Corporate Affairs Smt. Nirmala Sitharaman to provide necessary budgetary support for two important institutional requirements of Andhra Pradesh, including the establishment of 13 new Jawahar Navodaya Vidyalayas (JNVs) and two additional All India Institutes of Medical Sciences (AIIMS), one in Uttarandhra and another in Rayalaseema.
In a representation submitted to the Union Finance Minister, Lingamaneni Ramesh highlighted the need to ensure that every district of Andhra Pradesh has access to quality residential education through the Jawahar Navodaya Vidyalaya system. He pointed out that Andhra Pradesh presently has 28 districts, while only 15 sanctioned and functional JNVs are available, leaving 13 districts without a Jawahar Navodaya Vidyalaya.
The MP stated that the Navodaya model has played an important role in providing quality residential education to talented students, particularly those from rural and economically weaker backgrounds. Expanding the JNV network to all districts of Andhra Pradesh would promote equitable access to quality education and support the objectives of the National Education Policy 2020, including experiential learning, digital education and the development of model schools.
Shri Lingamaneni Ramesh noted that the Union Cabinet, in December 2024, approved the establishment of 28 new Jawahar Navodaya Vidyalayas at an estimated cost of ₹2,359.82 crore over five years. Based on the same benchmark, he stated that the indicative requirement for establishing 13 JNVs in the uncovered districts of Andhra Pradesh would be around ₹1,096 crore over a five year period.
He therefore requested the Union Finance Minister to consider an in principle sanction and make appropriate multi year budgetary allocations for establishing Jawahar Navodaya Vidyalayas in all the 13 uncovered districts of Andhra Pradesh.
The MP also highlighted the need for expanding access to AIIMS level healthcare across Andhra Pradesh. He pointed out that AIIMS Mangalagiri is already serving the State, but considering Andhra Pradesh’s vast geographical spread, 28 districts, large population, tribal regions and the distinct healthcare needs of different regions, there is a strong case for establishing two additional AIIMS institutions in the State.
Shri Lingamaneni Ramesh specifically requested that one additional AIIMS be established in Uttarandhra and another in Rayalaseema. He stated that locating the two additional institutions in these regions would significantly improve access to advanced healthcare for people living in geographically distant and underserved areas and would promote balanced regional development across Andhra Pradesh.
The MP highlighted that the proposed AIIMS institutions would provide access to super speciality and tertiary healthcare, expand opportunities for medical education and research, reduce the need for patients to travel long distances or depend on neighbouring States for advanced medical treatment, and strengthen the overall healthcare infrastructure of Uttarandhra and Rayalaseema.
Shri Lingamaneni Ramesh therefore requested the Union Government to consider making appropriate initial budgetary provisions for feasibility studies and preparation of Detailed Project Reports (DPRs) for the two proposed AIIMS institutions, followed by necessary capital allocations for their establishment.
The MP stated that establishing two additional AIIMS institutions, along with expanding the Jawahar Navodaya Vidyalaya network to all districts, would significantly strengthen Andhra Pradesh’s human capital through quality education and world class healthcare. He emphasised that these initiatives would contribute to equitable access, balanced regional development and the broader vision of Viksit Bharat @2047.
Shri Lingamaneni Ramesh expressed hope that the Union Government would give favourable consideration to the proposals and take necessary steps to provide the required budgetary support for these important institutional initiatives in Andhra Pradesh.
